When stop signs are erected as herein provided at or near the entrance of any intersection, every driver of a vehicle shall stop such vehicle at such sign or at a clearly marked stop line and then shall proceed cautiously, yielding the right-of-way to vehicles not so obliged to stop which are within the intersection or approaching so closely as to constitute an immediate hazard, but then may proceed.
