(a) No operator of a vehicle upon a public highway shall drive at a greater speed than is reasonable and prudent, having regard for the traffic and for the condition and use of the highway, and in no event a speed in excess of twenty-five (25) miles an hour unless otherwise marked.
(b) Unless directed otherwise by the council, all collector streets in the urban county and all streets not located in the urban services area of the urban county shall be marked to permit a speed not in excess of thirty-five (35) miles an hour unless a higher speed is required by state law. The term "collector" is defined by section 1-11 of the Lexington-Fayette Urban County Zoning Ordinance.
