Sec. 18-29. - Parades and processions.
(a)   No parade or procession upon any public street or way in the urban county shall be permitted unless a special license therefor shall first be obtained from the police chief. A "parade" or "procession" is hereby defined as a march in formation, proceeding in an ordered and close file as a collective body of persons on the urban county streets or public ways. Funeral processions are not covered by this section.
(b)   Upon application being made to the police chief of the urban county for such special license, such application being in writing and specifying the day and hour requested for the parade or procession, and specifying the route to be taken and the approximate number of participants, the police chief shall consider the application and hold an investigation thereon and if, after such consideration and investigation, the police chief finds, with the concurrence of the fire chief and the director, division of traffic engineering that the convenience of the public in the use of the urban county's streets and public ways would not thereby be unduly disturbed, upon such condition or changes in time, place and manner as would avoid disturbance, the police chief must issue such special license for the parade or procession applied for. Every such special license shall be in writing and shall specify the day and hour of the parade or procession, the specific route to be taken and the approximate number of participants permitted, as limited by the special license application; but the police chief shall not have the power to reduce the number of participants as applied for.
(c)   Any person violating any provision of this section shall, upon conviction, be punished by a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00).
