(a) Hospitals. The director, division of traffic engineering shall have the authority to establish a zone of quiet upon any streets in or around hospitals located within the limits of the urban county and shall place at a conspicuous place on or near the street signs sufficiently large to give notice to drivers of vehicles that they are in a zone of quiet.
(b) Where Illness Exists. The director, division of traffic engineering, shall have the authority to establish a temporary zone of quiet upon a street where a person is seriously ill if requested to do so by the written statement of at least one (1) registered physician certifying to its necessity. Such temporary zone of quiet shall embrace all territory within one hundred (100) feet of the building occupied by persons named in the request of the physician. Such temporary zone of quiet and any other zone of quiet declared by any ordinance of the urban county government shall be designated by the director, division of traffic engineering by placing at a conspicuous place in the street a sign or marking bearing the words "Quiet Zone."
