Where any duty is imposed or where any authority is given the traffic engineer under the provisions of this chapter, the traffic engineer is deemed to be an administrative department director as the term is used in the provisions of KRS 89.580 and he is hereby authorized to:
(1) Test traffic-control devices under actual conditions of traffic.
(2) Designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections, where, in his opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
(3) Establish safety zones of such kind and character and at such places as he may deem necessary for the protection of the pedestrians.
(4) Mark lanes for traffic on street pavements at such places as he may deem necessary, consistent with other regulations of this chapter.
(5) Determine the location and installation of traffic-control devices and to maintain traffic-control devices.
(6) Conduct engineering investigations of traffic conditions and to cooperate with other urban county officials in the development of ways and means to improve traffic conditions.
(7) Maintain and supervise bridges and viaducts within the urban county.
(8) Perform such other duties as are imposed upon the traffic engineer in other sections of this chapter.
