Sec. 18-1. - Definitions.
The following words and phrases when used in this chapter shall, for the purpose of this chapter, have the meanings respectively ascribed to them in this section:
(1)   Alley: Any public way not more than twenty (20) feet wide affording generally a secondary means of vehicular access to abutting properties.
(2)   Authorized emergency vehicle: Vehicles of the division of fire and emergency services, fire patrol, police vehicles, and such ambulances and emergency vehicles of municipal departments as are designated or authorized by the police chief.
(3)   Bicycle: Every device propelled by human power upon which any person may ride, having two (2) tandem wheels, either of which is over twenty (20) inches in diameter, and including any device generally recognized as a bicycle though equipped with two (2) front or two (2) rear wheels.
(4)   Business district: The territory contiguous to and including a highway or roadway when fifty (50) percent or more of the frontage thereon for a distance of three hundred (300) feet or more is occupied by buildings used for business.
(5)   Bus stop: That part of any roadway officially set apart and reserved exclusively for the loading and unloading of passengers by buses or passenger vehicles.
(6)   Central traffic district: All streets and portions of streets within the area described as follows:
Beginning at a point on the northwest corner of Short and Jefferson streets; thence proceeding in an easterly direction along the north curbline of Short Street to the west curbline of North Broadway; thence in a northerly direction along the west curbline of North Broadway to the north curbline of West Third Street; thence in an easterly direction along the north curbline of West and East Third Street to the east curbline of Deweese Street; thence in a southerly direction along the east line of Deweese Street to the north curbline of Main Street; thence in an easterly direction along the north curbline of Main Street to the east curbline of Northeastern Avenue; thence in a southerly direction across Main Street to a point on the south curbline of Main Street; thence in a westerly direction along the south curbline of Main Street to the east line of Rose Street; thence in a southerly direction along the east curbline of Rose Street to the south curbline of High Street; thence in a westerly direction along the south curbline of High Street to the east curbline of Lexington Avenue; thence in a southerly direction along the east curbline of Lexington Avenue to the south curbline of East Maxwell Street; thence in a westerly direction along the south curbline of East and West Maxwell Street to the west curbline of South Broadway; thence in a northerly direction along the west curbline of South Broadway to the south curbline of Main Street; thence in a westerly direction along the south curbline of Main Street to the west curbline of Jefferson Street Viaduct; thence in a northerly direction along the west curbline of Jefferson Street to the point of beginning.
(7)   Crosswalk: That part of a roadway at an intersection included within the connections of the lateral lines of the sidewalks on opposite sides of the highway measured from the curbs, or in the absence of curbs from the edges of the traversable roadway; any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.
(8)   Driver: Every person who drives or is in actual physical control of a vehicle.
(9)   Front yard: An open space extending the full width of the lot between a building and the front lot line.
(10)   Intersection: The area embraced within the prolongation or connection of the lateral curblines, or, if none, the lateral boundary lines of the roadways of two (2) highways which join one another at, or approximately at, right angles, or the area within which vehicles traveling upon the different highways joining at any other angle may come in conflict. When a highway includes two (2) roadways thirty (30) feet or more apart, every crossing of each roadway of such divided highway by an intersecting highway shall be regarded as a separate intersection in the event such intersecting highway also includes two (2) roadways thirty (30) feet apart, every crossing of two (2) roadways of such highways shall be regarded as a separate intersection.
(11)   Laned roadway: A roadway which is divided into two (2) or more clearly marked lanes for vehicular traffic.
(12)   Limited-access highway: Every street, highway or roadway in respect to which owners or occupants of abutting property or lands and other persons have no legal right of access to or from the same, except at such points and in such manner as may be determined by the public authority having jurisdiction over such highway, street or roadway.
(13)   Loading zone: A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
(14)   Motorcycle: Every motor vehicle having a seat and designed to travel on not more than three (3) wheels in contact with the ground, but excluding a tractor.
(15)   Motor vehicle: Every vehicle which is self-propelled.
(16)   Official time: Whenever certain hours are named herein, they shall mean the prevailing time as may be in current use in the urban county.
(17)   Official traffic-control devices: All signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
(18)   Park: When prohibited, means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading passengers.
(19)   Pedestrian: Any person afoot or in a wheelchair.
(20)   Police officer: Every officer of the urban county division of police or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
(21)   Private road or driveway: Every way or place in private ownership and used for vehicular travel by the owner and those having express or implied permission from the owner, but not by other persons.
(22)   Railroad: A carrier of persons or property upon cars, operated upon rails.
(23)   Railroad train: A steam engine, electric or other motor, with or without cars coupled thereto, operated upon rails.
(24)   Residence district: The territory contiguous to and including a highway or roadway when the property on such highway or roadway for a distance of three hundred (300) feet or more is in the main improved with dwellings or dwellings and buildings in use for business.
(25)   Right-of-way: The privilege of the immediate use of the roadway.
(26)   Roadway: That portion of a street or highway improved, designed or ordinarily used for vehicular travel. In the event a highway includes two (2) or more separate roadways, the term "roadway" as used in this chapter shall refer to any such roadways separately but not to all such roadways collectively.
(27)   Sidewalk: That portion of a street between the curblines, or the lateral lines of a roadway, and the adjacent property lines intended for the use of pedestrians, including any strip of ground between curb and paved sidewalk.
(28)   Side street side yard: An open space abutting the side street of a corner lot and extending the full length of the lot between a building and the side lot line.
(29)   Stop: When required, means completed cessation of movement.
(30)   Stop, stopping or standing: When prohibited, means any stopping or standing of a vehicle whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control sign or signal.
(31)   Street or highway: The entire width between the boundary lines of every way or place of whatever nature when any part thereof is open to the use of the public, as a matter of right, for the purpose of vehicular traffic.
(32)   Through highway: Every street or highway or portion thereto at the entrances to which vehicular traffic from intersecting streets or highways is required by law to stop before entering or crossing the same and when stop signs are erected as provided in this chapter.
(33)   Traffic: Pedestrians, ridden animals, vehicles and other conveyances either singly or together while using any street for purposes of travel.
(34)   Traffic-control signal: Any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and to proceed.
(35)   Vehicle: Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, including boats, personal watercraft, and trailers or similar devices used to transport such property, except devices moved by human power or used exclusively upon stationary rails or tracks.
