(a) The sidewalk replacement grant program is hereby established, subject to annual appropriations by the urban county council, to provide sidewalk replacement grants to owners of owner-occupied residential properties notified pursuant to section 17-148(a). The program will continue each fiscal year as long as appropriated funds remain available.
(b) Qualified property owners notified pursuant to section 17-148(a) may receive a grant for one hundred (100) percent of the reasonable cost of sidewalk replacement for their owner-occupied residential property as required by section 17-147. In order to be eligible for a one hundred (100) percent grant, an owner must submit a bid from a licensed contractor to and receive the approval of the division of code enforcement prior to the sidewalk replacement.
(d) Grants shall only be awarded for sidewalk replacement projects that have been or shall be completed within the fiscal year the grant is awarded. Approval shall be granted based upon the availability of funds and the reasonableness of the submitted bid, as considered in light of prevailing regional market rates per square foot.
