(a) The mixing material as specified in section 17-99 must be hauled immediately to the street and protected while in transit by tarpaulins from moisture or temperature when it is below 50 degrees Fahrenheit. Upon reaching the street, the temperature of the material must be not less than 250 degrees or more than 350 degrees Fahrenheit.
(b) The mixing material must then be dumped upon the macadam foundation, so that it can be raked or shoveled into place. After being spread uniformly and evenly by being raked, the depth of the loose mixture must be not less than 3 inches. The surface must then be rolled with a tandem roller weighing not less than 5 tons until it is thoroughly compact. The rolling must be done by first operating parallel with the curb and then at an angle of about 45 degrees with each curb. After being thoroughly compacted, the surface must be uniform and even and but slightly honey-comb in appearance.
