Sec. 17-94. - Same—Preparation, laying and rolling of surface.
(a)   The sand and asphaltic cement, after being heated separately, are to be measured or weighed with suitable appliances at the mixer. The sand, when being weighed and dumped into the mixer, must have a temperature of between 240 and 350 degrees Fahrenheit, and the asphaltic cement a temperature of between 250 and 350 degrees Fahrenheit.
(b)   While being dumped into the mixer, the required amount of filler shall be added and the entire mass mixed for at least one minute, until a homogeneous mixture is produced in which all the particles are thoroughly coated with asphaltic cement. The weights or measurements of all materials shall be verified in the presence of the urban county engineer or inspector as often as may be required, and the urban county engineer or inspector shall have access to all parts of the plant at any time.
(c)   The above mixture while in transit to the site of the work shall be protected by a tarpaulin of canvas covering against unfavorable weather conditions, and when being dumped for spreading it shall have a temperature of from 225 to 350 degrees Fahrenheit. The edges of all gutters, manhole covers, etc., must be painted with asphalt cement.
(d)   After being dumped, it shall be immediately deposited in place and raked to a true and even surface, or applied by an approved spreading device. It must be rolled with a tandem roller, traveling parallel to the curbline.
(e)   The rolling of the surface must be continued by the roller traveling obliquely from each curb, so as to cover the entire surface with 3 different directions of operation. The rolling of the surface must be reasonably continuous, as it is the intent of these specifications that one roller under continuous operation shall roll not more than 200 square yards per hour. If, after rolling, depressions or other defects are apparent in the surface, they shall be removed and remade until the surface is uniform and even. No asphalt surface shall be laid on the binder unless it is dry and clean. Immediately after the rolling of the surface, cement or stone dust must be swept over the surface, but not excess left on the surface.
