The subgrade must be prepared and finished uniformly and even, and check with the template. This must be done immediately in advance of laying the concrete. All excess material must be removed and the entire surface of the subgrade sprinkled, until it is moist. After the concrete and steel has been placed, the surface must be struck off by the use of template, made to conform to contour or curve of the street. This must be done by dragging the template forward with a slight zig-zag motion, as it is being moved. The template may rest on the curb or specially prepared form. This template must pass over the surface as many times as necessary to bring the entire surface to an even finish. Hand lutes must then be used to remove any porous or uneven places.
The concrete shall be finished as stated in section 17-62(e); except that all edges along expansion joints and center strips shall be edged in a careful workmanlike manner by use of concrete edging tool. The grooves along the center strips shall be filled with an approved type of crack filler.
