(2) A street entertainer may also perform upon a public street in the downtown, if a temporary permit closing the street has been issued pursuant to section 18-14.
(3) A street entertainer may perform in the downtown only between the hours of 10:00 a.m. and 11:00 p.m. of the same day.
(4) Notwithstanding the provisions of any other sections, no street entertainer in the downtown may use any amplification, recorded or broadcast music or any other means of increasing the volume of his performance at any time.
(5) A street entertainer in the downtown may offer for sale recordings of his own work, in the form of records, cassettes, videotapes or compact discs, provided that his display of recordings may not obstruct pedestrian traffic and that the display must be removed as soon as his performance ends.
