The maintenance of newspaper stands upon the public streets shall be under the direction and supervision of the police chief. The construction of such newspaper stands shall be in accordance with the general design therefor, to be approved by the police chief; and it shall be uniform throughout the urban county. The dimensions of such stands shall be as follows: ;$;

Such stands shall be constructed of steel with rounded corners and shall be built in accordance with general specifications therefor approved by the police chief. Such stands shall be maintained in condition satisfactory to the director, division of building inspection. Nothing shall be exhibited, offered or sold therefrom except daily newspapers. No advertising bills, posters, cards or other advertising matter of any kind whatsoever shall be exhibited, displayed or affixed to any such stand.
