(a) It shall be unlawful for any person to dig, break, displace or injure in any manner any pavement, curbing, sidewalk or any other portion of the right-of-way. Whoever shall dig, displace or injure any pavement, sidewalk, curb or any other portion of the right-of-way shall replace the same according to specifications established in the engineering manuals and the standard drawings within twenty-one (21) days after the completion of the work unless such time should be extended by the urban county engineer or his representative.
(b) Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor and shall be fined not less than one hundred dollars ($100.00). Each day's continuance of a violation shall be a separate offense.
