Sec. 17-8. - Same—Permit required, issuance, fees; repair.
(a)   Any person desiring permission to dig into, disturb or excavate any public street, alley, sidewalk or other public place of the urban county, and having reasonable or sufficient cause for so doing, shall make application for such permission to the urban county engineer through the government website or on an appropriate printed form to be prepared and furnished by him for that purpose, showing the place of the proposed excavation, the purpose thereof and the time when it is expected to be done.
(b)   If, in the opinion of the urban county engineer or his representative the applicant has reasonable and sufficient cause for making such excavation, he will issue a permit therefore in which he will specify the bonding rates and charges to be made for each type of cut: street cut per square yard; sidewalk and apron cut per square yard; and curb and gutter cut per linear foot. Applicable rates will be provided by the division of engineering upon request. The bonding of street cuts shall be consistent with section 17C-23. The government shall be in receipt of any required bond prior to the issuance of any associated permit. Bonds may take the form of either cash or surety. Registrants may place a comprehensive standing bond in an amount determined to be sufficient by the urban county engineer or his representative in lieu of posting bonds on a job by job basis. The applicant, in order to recover the full face value of any bond posted, shall restore the excavation to meet the specifications issued by the urban county engineer or his representative.
(c)   The urban county engineer shall cause a sufficient number of appropriate applications and permit blanks to be printed, which blanks shall set out in substance the requirements of sections 17-7 through 17-12, 17-25 and all applicable portions of chapter 17C.
