No person who has been adjudicated to be in violation of any provision of this chapter shall be granted a building permit or any other permit issued pursuant to sections 5-29 through 5-32, or any permit issued pursuant to chapter 16 unless and until the violator has paid any fines and fully complied with any administrative orders and/or remedial measures related to the violation. However, if the violator enters into a consent order and compliance schedule with the division of environmental policy to resolve the outstanding violations, the division of environmental policy may direct the appropriate division to issue a permit in accordance with any other applicable requirements.
