There is established a sanitary sewer financial assistance program board of appeals to address grievances arising under this program. The board shall have authority to administratively review any determination of ineligibility to participate in the program, when the owner of benefitted property has requested such review by the board in writing, and will submit reports to the urban county council concerning its activities as directed by the urban county council. The board shall be composed of five (5) members, all of whom shall be residents of the urban county, and no two (2) of whom shall be residents of the same urban county council district, which members shall be appointed by the mayor subject to confirmation by a majority of the members of the urban county council. The terms of board members shall be four (4) years, which terms shall be staggered, so that at least half the membership of the board is eligible for appointment every two (2) years.
