This chapter is intended to establish a review process whereby the city can fully evaluate street lighting services within the city limits. By this process of review, information will be gained which will direct city officials in the more efficient and equitable administration of such services. To achieve this purpose, methods and procedures are hereby enacted in accordance with title 7, chapter 12, part 4, Montana Code Annotated, for the amendment or correction of any resolution or proceedings relating to the creation or establishment of any of the city's lighting districts; for the amendment or correction of assessment methods; for the exclusion and inclusion of property from and to existing lighting districts; for ensuring publication of notice and delivery of personal notice to landowners entitled thereto; for amendment or correction of the apportionment of annual district wide costs; and for amendment or correction of any other terms of resolutions or proceedings relating to the creation or existence of lighting districts within the city.
