139.17 STIPEND AND EXTRAORDINARY COMPENSATION FOR MEMBERS OF THE FIRE DEPARTMENT AND EMERGENCY UNIT.
   (a)   Members of the volunteer Lewisburg Fire Department and volunteer Lewisburg Emergency Unit shall hereinafter be compensated on a stipend basis for services to the Lewisburg community as follows:
      (1)   $1.00 per year for being a member
      (2)   $25.00 per training session
      (3)   $25.00 per run lasting two hours or less
      (4)   Should a run last longer than two hours, then the run shall be considered to be extraordinary for the period of time in excess of two hours and the member shall then be treated and compensated as a part-time employee during the excess period of time.
   (b)   Except as per Section 139.17(a)(4) above, time shall not be a factor in compensating members and members shall be advised of this. Members shall not receive regular fringe benefits. Governmentally required withholding and pay deductions and Village required contributions shall be made in accordance with other applicable law. Stipend compensation shall be payable quarterly.
   (c)   Should an employee of the Village participate in an emergency run during his regular Village work hours, he will receive his regular pay as a Village employee and forfeit his stipend compensation for said emergency run; i.e. a “double dip” system will not be allowed.
   (d)   The Chief of each Department shall annually review the cost of providing this compensation to the Village and shall so advise the Council for budgetary purposes.
