§ 351.12 PARKING AFTER SNOWFALLS.
   (A)   No owner of any vehicle shall permit the same to park or stand upon any parts of the streets set forth in this division, anytime within 24 hours immediately following a heavy snow, or until such time as the snow has been removed, if such time is sooner.
      (1)   Broadway from South Street to Warren Street;
      (2)   Main Street from Sycamore Street to Mechanic Street;
      (3)   Mulberry Street from Sycamore Street to Cherry Street;
      (4)   Silver Street from Sycamore Street to Mechanic Street;
      (5)   Mechanic Street from Main Street to Silver Street;
      (6)   Sycamore Street from Main Street to Mulberry Street.
    (B)   HEAVY SNOW, within the meaning of this section, means a snowfall having an average depth of four inches or more or a snowfall having an average depth of at least three inches, together with a prediction that the total snowfall will exceed four inches in its average depth, such prediction to be determined by the United States Weather Bureau at Cincinnati.
   (C)   No owner or person in control of any real estate shall move snow from his or her private property onto a public street in such an amount as to obstruct traffic or parking on any public street.
   (D)   A vehicle found parking in violation of the provisions of this section upon any of the streets listed in division (A) shall be removed therefrom to a nearby side street or impounded as is provided by § 303.10.
