CLERK-TREASURER
§ 32.20  OFFICE CREATED; SEPARATE OFFICES COMBINED.
   There is hereby created in the city the office of Clerk-Treasurer of the city, and the separate offices of City Clerk and City Treasurer are hereby combined into the office of Clerk-Treasurer. The separate offices of City Clerk and City Treasurer are hereby abolished.

§ 32.21  ELECTION; TERM.
   The Clerk-Treasurer shall be elected at the regular city election held in the city every four years for the election of other city officers and shall hold office for a term of four years or until his or her successor is elected and qualified.

§ 32.22  DUTIES; BOND.
   (A)   The Clerk-Treasurer shall perform all duties required by law to be performed separately by the City Clerk and City Treasurer in the city and shall be subject to all liabilities to which either the City Clerk or City Treasurer in the city is subject and shall give bond, as provided by law.
   (B)   The Clerk-Treasurer shall be as determined by law.

§ 32.23  PRE-PAYMENT OF CERTAIN EXPENSES.
   (A)   In the interests of the efficient operation of the fiscal affairs of the city, the Clerk-Treasurer shall be permitted to make claim payments in advance of claim approval for the following expenses only:
      (1)   Property or services purchased or leased from the United States government, its agencies or its political subdivisions;
      (2)   License or permit fees;
      (3)   Insurance premiums;
      (4)   Utility payments or utility connection charges;
      (5)   General grant programs where advance funding is not prohibited and the contracting party posts sufficient security to cover the amount advanced;
      (6)   Grants of state funds authorized by statute;
      (7)   Maintenance of service agreements;
      (8)   Leases or rental agreements;
      (9)   Bond or coupon payments;
      (10)   Payroll;
      (11)   State, federal or county taxes;
      (12)   Credit card payments;
      (13)   Expenses that must be paid because of emergency circumstances;
      (14)   Expenses that are presented after the last meeting in December;
      (15)   Expenses described in an ordinance; and
      (16)   Claims submitted for payment from the Donation Fund for the firefighter’s training tower.
   (B)   The Clerk-Treasurer is hereby authorized to pre-pay the expenses as stated above subject to the submission of a fully itemized claim to the Clerk-Treasurer’s office prior to the pre-payment and the submission of the claim for review and allowance at the next regular or special meeting of the Common Council following the pre-approved payment of the expense.
