For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(A) SKATING RINK. Any business or place of business where the public generally, or groups of persons, are invited to engage in skating for valuable consideration, paid either directly or indirectly or as an incident to the purchase of merchandise, food or beverage.
(B) SOCIAL CLUB. Any structure or place where the public generally, or groups of persons, are invited to engage in dancing for valuable consideration, paid either directly or indirectly or as an incident to the purchase of merchandise, food or beverage.
(A) Except as allowed in division (D) below, it shall be unlawful for any person, firm or corporation to operate or maintain a dance hall or skating rink within the City without first obtaining a permit therefor from the City Controller.
(B) Permits may be issued on an annual basis, per location, or on an individual basis for each dancing or skating event.
(C) Individual permits issued pursuant to this chapter shall allow the permittee to hold one dancing or skating event for a continuous period not to exceed eight hours.
(D) Annual permits are valid for one location only.
(E) The permits otherwise required by this chapter shall not be required under the following circumstances:
(1) For a dance or skating event held by a fraternal, educational, governmental, political, charitable or religious organization, as long as admission to the dance is limited to members and invited guests and as long as the organization is not formed specifically for the purpose of holding dances or skating events; or
(2) For any school or class, the purpose of which is to teach dancing or skating.

In addition to other information required of all permit applicants under this code, applicants for permits under this chapter shall provide the following information on the application form:
(A) Names and addresses of the owners, lessees and principal operators of the business;
(B) Names and addresses of the owners of the real estate upon or within which the business is conducted;
(C) The size, in square feet, of the premises within which dancing or skating will take place; and
(D) The zoning classification of the property. Proper zoning must be obtained prior to making application for a permit.
