Except as provided in Section 10-7-8 of this Code, the provisions of this Title 10 shall apply to all subdivisions of land, as defined herein, located within the Village and within or partially within unincorporated area within one and one-half (11/2) miles of the corporate limits of the Village, in accordance with the Illinois Municipal Code, Illinois Revised Statutes, chapter 24, sections 1 et seq.
