4-3-4: REFUSE STORAGE REGULATIONS:
   A.   Screening: All refuse containers and all areas of permitted outdoor storage shall be fully enclosed by an opaque fence, wall, or densely planted evergreen hedge of a height sufficient to completely screen such containers or storage areas from view from adjoining properties and public or private streets.
   B.   Refuse Container And Use Required: Every person in possession of any premises in the village where persons reside shall provide for each family unit residing therein sufficient refuse containers for the type of service used for a weekly accumulation of normal refuse. Every person in possession of any premises shall cause to be deposited in such refuse containers all refuse produced in or on, or brought into or onto such premises, as soon as practicable after same is produced in or on, or brought therein, except as otherwise herein provided.
   C.   Container Specifications; Maintenance And Repair:
      1.   All refuse containers shall be as previously defined, and no other type of container shall be acceptable. Unsanitary, leaking or defective receptacles shall be cleaned, repaired or replaced by the owner or occupant at his expense, as directed by the village manager or his designee or their respective representatives. All containers shall be disinfected with an effective antiseptic solution as often as is necessary to maintain them in a sanitary condition. Evidence of neglect of these requirements or unsafe containers shall be determined by the village manager or his designee or their respective representatives.
      2.   Dumpsters for garbage or refuse shall be the size permitted by the garbage collector.
      3.   All refuse containers shall be subject to inspection and approval or condemnation by the village manager or his designee.
   D.   Preparation Of Container Contents:
      1.   It shall be the duty of every person in possession of any premises to cause all garbage brought on or produced on the premises to be thoroughly drained of all surplus liquid, securely wrapped in paper or packed in a covered box or carton of such dimensions as will permit its free passage into and out of the refuse container and finally deposited, after such wrapping, in such refuse container as soon as practicable after the same is produced or brought therein or thereon. Refuse containers to which garbage is frozen through failure to observe these regulations and all containers which are other than as specified in this chapter will not be serviced by the crews of the village refuse disposal contractor.
      2.   Refuse of every character shall be securely wrapped or bound in such manner as may be necessary to prevent the scattering of same by the wind and shall be deposited in a refuse container or otherwise deposited as prescribed herein.
   E.   Location Of Refuse Containers:
      1.   It shall be the duty of every person in possession of any premises in the village for which a reusable refuse container or containers is provided to place said containers in a fully enclosed area or at the rear or side of any private premises in between days of collections. No refuse containers or storage areas shall be located between any principal structure and either its front or corner side lot line. It shall be unlawful for any person to place any reusable container within the parkways of the village except on the day of collection.
      2.   Dumpsters shall be placed at the rear of the commercial and manufacturing establishments and shall be screened in accordance with the standards of subsection A of this section.
   F.   Placement Of Refuse To Be Collected: All residential service, whether at the curb or behind the front line of the residence, shall be governed by the following requirements:
      1.   Items to be placed at the curb include: a) brush or branches securely tied in four foot (4') bundles; b) leaves, grass, garden clippings, and other items placed in disposable containers weighing not more than sixty (60) pounds each; and c) items of exceptional size such as household furniture but no larger than can be handled by two (2) men.
      2.   Items may be placed at the curb by the resident prior to seven o'clock (7:00) A.M. of the day scheduled for pick up and in no case before seven o'clock (7:00) P.M. on the preceding evening.
      3.   Items eligible to be placed at the curb shall be placed adjacent to the curb so that they can be loaded into a truck in the street.
      4.   Bulk items may be placed at the curb without a container so long as they are not obstructing any public property or right of way. Customers disposing of bulk items may be subject to an additional charge, as provided in the village's contract entered into pursuant to section 4-3A-4 of this chapter.
