(a) It shall be the responsibility of the owner of each new and existing occupied rental dwelling unit to install smoke detectors in each such residential dwelling unit as hereinafter provided. The smoke detectors shall be capable of sensing visible and invisible particles of combustion and providing a suitable audible alarm thereof; further, they shall be installed by September 1, 1982, in the manner hereinafter provided (unless any other provisions of County, State or Federal Law shall require installation before that date). Failure to install smoke detectors and where by such date shall subject the property owner to the penalties set forth in Section 1331.99.
(b) It shall further be the responsibility of the owner of each new and existing occupied rental dwelling unit and rooming unit which is heated by an individual gas-fired furnace or boiler, serving six (6) or less dwelling units and all sureties in all building abutting the boiler room, furnace room and enclosed motor vehicle parking garages, to install carbon monoxide (CO) detectors in each such residential dwelling unit as hereinafter provided. The carbon monoxide (CO) detectors shall be approved by a recognized testing agency by the State of Ohio or N.F.P.A. and shall be capable of sensing the presence of carbon monoxide gas and providing a suitable alarm thereof when current applicable standards for low-level threshold concentrations of the gas are reached; further, they shall be installed by September 1, 1997, in the manner hereinafter provided. Failure to install carbon monoxide (CO) detectors as and where required by such date shall subject the property owner to the penalties set forth in Section 1331.99.
