(a) Each user or owner shall be responsible for maintaining and cleaning his sewer connection from the house to the street right-of-way boundary. The City shall not be liable for any stoppages in the sewers. Each user should provide a suitable back water valve to prevent flooding of basements in the event of sewer stoppage.
(b) Any sewer connection that is abandoned for nonuse or found not to meet all requirements of Section 913.05 shall be disconnected and plugged at the Municipal sewer location by means acceptable to the Director of Public Works. All costs and expenses incidental to disconnecting the building sewer shall be borne by the owner.

(c) Each user or owner shall indemnify the Municipality from any loss or damage that may directly or indirectly be occasioned by the discharge of storm water overland or to a natural outlet as approved by the City Engineer.
