(a) Any person may make application to the Permit Clerk on forms prescribed by the Director of Public Safety for an off-street parking permit which shall entitle such applicant to park the automobile described in such application in metered off-street parking facilities owned, operated, leased or provided for public parking by agreement between the City and the owner during the permit period covered by the permit. Off-street parking permits shall only be valid in those parking lots, parking facilities and/or parking spaces designated in accordance with the schedule of off-street parking permits adopted in accordance with Section 353.08.
(b) No off-street parking permit shall be issued for restricted vehicles designated in Section 353.05. Additional restrictions on classes of vehicles and hours of operation of parking facilities may be adopted by incorporation into the schedule of off-street parking permits provided for in Section 353.08.
