(a) A lay-off list shall be established by the Commission for all positions in the classified Civil Service. This list will be in effect for a period of one year. All persons who are laid off shall be placed on the appropriate lay-off list and ranked according to seniority. An individual’s placement on the list shall terminate one year after such placement.
If the appointing authority determines at any time, within the one year period, to fill a position which has been made vacant by lay-off, the Commission shall certify the person standing highest on the lay-off list for appointment to the position and follow the relevant procedures provided in Section 601 of the City of Lakewood Civil Service Rules and Regulations.
(b) Subsection (a) hereof is specifically intended to superseded State Code provisions on the lay-off lists for appointment to a civil service position.
