(a) The Civil Service Commission is hereby authorized to adopt and approve promotional examinations consisting of one or more tests in any combination of written, oral and/or physical tests, demonstrations of skill and/or an evaluation of training and experience, designed to fairly test the relative capacity of the persons examined to discharge the particular duties of the position to which promotion is sought.
(b) Subsection (a) hereof is specifically intended to supersede State Code limitations on the design and content of civil service promotional examinations.
