(a) In the event it is necessary for a member of the Division of Police to remain on duty beyond his regular working hours or if it is necessary to call a member back to duty, or a member devotes off-duty time attending school or police training courses at the City's request or direction, such member, other than the Chief, shall be entitled to compensation for such overtime services in the form of compensatory time-off computed at one and one-half times the overtime actually incurred.
(b) All compensation in the form of compensatory time-off shall be subject to the approval of the Director of Public Safety.
