This zoning ordinance shall apply to all structures, land, and uses within the village of Lake Villa. All structures and land uses constructed or commenced hereafter and all enlargements of, additions to, changes in and relocations of existing structures and uses occurring hereafter shall be subject to this title, all statutes of the state of Illinois, and all other village ordinances. Whenever a permit, certificate, or approval is established or required by this title for any use or structure, such permit, certificate or approval shall not be issued for any property, which has been divided in contravention of the village ordinances or the plat act.
