§ 75.08 INSPECTION.
   Any member of the Police Department is authorized to inspect any bicycle, at any reasonable time, for the purpose of verifying the presence and validity of the serial number, and for the purpose of determining the mechanical condition of the bicycle, or the ownership of said bicycle.
