The parent of any child or the guardian of any ward shall not authorize or knowingly permit any child or ward to violate any of the provisions of this chapter, and any parent or guardian authorizing or knowingly permitting such violation shall, upon conviction thereof, be guilty of a misdemeanor and shall be punished by imposition of penalties provided for by this chapter.
