Any person residing within the city or any person who owns or leases a motor vehicle registered to that person’s business or residential address within the city shall be entitled to, and required to, obtain a license for such motor vehicle from the city as hereinafter provided. Any such person who fails to obtain such a license from the city and uses or causes to be used such unlicensed motor vehicle upon the streets, avenues or alleys of the city shall be in violation of this section.
