(A) Unless otherwise set forth in the schedule of fees adopted from time-to-time by the City Council, the penalties and fines set forth in this section shall apply. Any person violating this title for which no specific penalty is prescribed shall be subject to § 10.99.
(B) (1) Fines; first three violations. Whomever violates or fails to comply with any of the provisions of §§ 73.20 through 73.49 dealing with parking (other than §§ 73.21 and 73.46) shall be punished for the first three such violations in any 12-month period by a fine of not less than $15, nor more than $500 for each and every offense; provided, however, that the first three parking violations received in any 12-month period may be satisfied by the following payments if paid within the listed time limits.

(2) Fines; more than three violations. Whomever violates or fails to comply with any of the provisions of §§ 73.20 through 73.49 dealing with parking (other than §§ 73.21 and 73.46) more than three times but less than ten times in any 12-month period shall be punished by a fine or not less than $15, nor more than $500 for each and every offense; provided however, that violations may be satisfied by the following payments if paid within the listed time limits.

(3) Fines; more than ten violations. Whomever violates or fails to comply with the provisions of §§ 73.20 through 73.49 dealing with parking (other than §§ 73.21 and 73.46) more than ten times in any 12-month period shall be punished by a fine of not less than $15, nor more than $500 for each and every offense; provided however, that violations may be satisfied by the following payments if paid within the listed time limits.

(4) Fines; boat ramp lot. Whomever violates or fails to comply with the provisions of §§ 73.20 through 73.49 dealing with parking (other than § 73.21) by parking in the parking area adjoining the Forest Park Boat Ramp and the driveway leading thereto, commonly known as the “Boat Ramp Lot,” without a valid boat launching permit shall be punished by a fine by the following payments if paid within the listed time limits:

(5) Handicapped spaces. Whoever violates or fails to comply with the provisions of § 73.21 dealing with designated handicapped parking areas shall be punished by a fine of $250 for each and every offense that shall be paid within ten days from the date of the violation (effective May 1, 2006).
(6) Maximum fine. Notwithstanding any other provision in division (B) to the contrary, the maximum fine for any parking violation under §§ 73.20 through 73.49 shall not exceed $750, unless a greater fine is authorized by statute. In addition, any cost of collection of fines or other amounts due to the city under this division (B) may be assessed in accordance with § 10.99.
(7) Payment address. All payments pursuant to this division (B) shall be made at the Public Safety Building, 255 W. Deerpath, Lake Forest, Illinois.
