When signs are erected giving notice thereof, no person shall drive or park a motor vehicle on or in the parking area adjoining the Forest Park Beach and the parking lot on the bluff, commonly known as the “Forest Park Beach Lots,” except when bearing a city motor vehicle license, a city-issued non-resident parking permit, or such other permit specifically authorized by the city.
