§ 73.44 PARKING DURING SNOW REMOVAL OPERATIONS.
   (A)   On street prohibition. No person shall park any vehicle on any street or thoroughfare within the city at any time after snow begins to fall and said snow exceeds two inches in depth until snow removal operations are completed, except in Central Business District which is defined as follows: the area from Vine Avenue on the south, Oakwood Avenue on the west, Woodland Avenue on the north, McKinley Avenue on the east, and Western Avenue extending north to Alden Lane. Parking is prohibited in said Central Business District after 12:00 a.m. after a snow fall exceeds two inches until snow removal operations are completed. The Chief of the Police Department, and all members assigned to the traffic duty, are hereby authorized to remove and tow away or have removed or towed away by a commercial towing service, any car or other vehicle illegally parked in violation of this subchapter. Cars so towed away shall be stored on any city property or in a public garage or parking lot and shall be restored to the owner or operator thereof after payment of the expense incurred by the city in removing and storing such vehicles.
   (B)   Parking lot prohibition. It shall be unlawful when appropriate signs are posted for any person to park any motor vehicle in any public parking lot, at anytime between the hours of 3:00 a.m. and 5:00 a.m. when snow has accumulated in excess of two inches, unless specifically exempted from such prohibition by the city. The Chief of Police or designee shall attempt to notify the owner of any motor vehicle so parked which hinders snow removal or plowing operations in any public parking lot and request the removal of such vehicle, however, if such owner cannot be located then the vehicle so parked shall be removed to a place of storage and all expenses of such removal and storage shall be charged to the owner of said vehicle prior to release of said vehicle.
