No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of traffic. The curb-side wheels of the vehicle shall be within 12 inches of the edge of the roadway. On those streets that have been marked or signed for angle or parallel parking vehicles shall park front wheel to curb at the angle, and within, such marks or signs.
