Any person violating the provisions of this chapter or any rules issued hereunder is guilty of a misdemeanor punished as provided in the general penalty in section 1-4-1 of this Code. Fireworks being used, sold or possessed in violation of this chapter may be confiscated by the authority having jurisdiction or by any peace officer.
