The purpose of this article shall be to secure and maintain such levels of animal control within the unincorporated areas of the County, and within the corporate limits of municipalities which have adopted the provisions of this article either by ordinance or resolution, or, for the purpose of licensing, have not enacted and which are not enforcing an Animal Control Ordinance, to the greatest degree practicable to prevent injury to persons and property. To this end, it is the purpose of this article to provide a means of licensing certain animals and controlling errant animal behavior so that it shall not become a public nuisance.
