§ 91.09  APPEAL.
   (A)   An owner who receives a notice under § 91.06 above may appeal the requirement to cut or remove the weeds and rank vegetation. The owner shall file a written request for a hearing before the County Commissioners With the County Auditor no later than 24 hours before the expiration of the time set forth in the notice to owner. Upon receipt of the request, the Auditor shall notify the Administrator and place the appeal on the agenda of the County Commissioners for their next scheduled meeting. The Administrator will take no action under this subchapter until the Commissioners have heard the appeal and made a decision.
   (B)   The County Commissioners will hear the owners appeal and make a decision as soon as practicable after the filing of the notice with the Auditor. The Commissioners may continue the hearing for good cause. Failure of the owner to appear at the appeal hearing constitutes default and the Commissioners may decide the appeal in the absence of the owner. The Commissioners may modify or waive any requirement of this subchapter.
   (C)   An owner receiving a bill under § 91.07 above may appeal to the County Commissioners. The Commissioners shall conduct an appeal hearing and may modify or waive payment of the bill.
