(a) The applying contractor shall furnish evidence of commercial liability insurance for bodily injury in the minimum amount of one hundred thousand dollars ($100,000.00) per person, three hundred thousand dollars ($300,000.00) per occurrence and, for property damage, in the minimum amount of one hundred thousand dollars ($100,000.00), or a combined single limit of liability in the amount of three hundred thousand dollars ($300,000.00).
(b) The applying contractor must furnish and file with the Zoning Inspector a license bond in the amount of five thousand dollars ($5,000.00), such bond to be in such form as approved by the Director of Law guaranteeing full and faithful compliance with all of the provisions of this Building Code, and indemnifying and holding the city free and harmless from its activities.

The following fees shall be charged for licensing and/or registration pursuant to this chapter:
Application and registration fee as stated in the Fee Schedule in § 236.07 of the City of Kirtland Codified Ordinances.

All licenses and registration certificates shall expire on December 31 in the year in which such license or certificate of registration was issued and shall be renewed within the 30 days prior to the expiration of the existing license or registration. If such license or registration is not renewed for the ensuing year prior to the expiration date, then such license or registration thereafter shall not be renewed unless and until the former registrant complies with the requirements set forth herein.

A certificate of registration may be suspended by the Zoning Inspector for a prescribed period, not to exceed 90 days, whenever it has been determined that the holder thereof:
(a) Has not performed the duties required of him or her by the City or Lake County Building Code or by the rules or regulations of the State of Ohio;
(b) Has been negligent in the prescribed performance or in the performance of work or the furnishing of services authorized by such certificate; or
(c) Has performed work in a careless or irregular manner or has demonstrated inferior quality of workmanship, as determined by the Zoning Inspector.

No provision of this chapter, nor any regulation adopted by authority of the city, shall be interpreted to require that the individual owner of an existing one or two-family dwelling shall be licensed or registered personally to perform work upon the premises. Any such work may be done by such owner with the assistance of family members and/or by individuals without compensation, and, further, such work shall be done in conformity with the provisions of the Lake County Building Code and the City Zoning Code or rules or regulations promulgated thereunder. No work shall be done unless all permits, inspections and approvals required by these codified ordinances or state law are secured.

Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a minor misdemeanor and shall be fined not more than one hundred fifty dollars ($150.00) for each offense. A separate offense shall be deemed committed each day during which a violation or noncompliance occurs or continues.
