§ 31.17 POWERS AND DUTIES.
   The Town Manager shall be the chief executive officer and the head of the administrative branch of the municipal government. He shall be responsible to the Council for the proper administration of all affairs of the town, except as otherwise specifically provided by law. To that end he shall have the power and shall be required to:
   (A)   Appoint and, when necessary for the good of the administration of service, remove all employees, except as otherwise provided by law, or as may be limited by Council or as he may authorize the head of a department or office to appoint and remove subordinates therein.
   (B)   Recommend to the Council the appointment of officers who are required to be elected by the Council. He shall recommend the removal or suspension of any such officers when removal or suspension shall be consistent to the best interest of the Town. All such recommendations for appointment or approval shall be based solely upon merit and upon the qualifications of such officer. Any such officer who shall feel aggrieved by such recommendation for his removal or suspension or who feels that the Manager has abused his discretion and power in making such recommendation shall have the right to appear before the Council to be heard. He shall express in writing his intention to appear before the Council within ten days from the date of notice of such recommendation to be heard.
   (C)   See that all ordinances, resolutions and regulations of the Council are faithfully executed.
   (D)   Prepare the budget annually, submit it to the Council and be responsible for its administration after adoption.
   (E)   Prepare and submit to the Council as of the end of the fiscal year a complete report on the administrative activities for the preceding year.
   (F)   Attend all meetings of the Council and recommend for adoption such measures as he may deem necessary.
   (G)   Make reports to the Council, from time to time, upon the affairs of the town and keep the Council fully advised on the town's financial conditions or its future financial needs.
   (H)   Act as Purchasing Agent for the town as provided in § 34.50.
   (I)   Perform such other duties as may be required of him by the Council.
