(A) No proprietor, manager, or employee of any business in the downtown area shall park and leave standing any motor vehicle for a period of more than two consecutive hours between the hours of 8:00 a.m. and 6:00 p.m., except on Sundays and legal holidays, on the following streets:
(1) On Main Street from Jackson Street to the right-of-way of the Seaboard Coast Line Railroad.
(2) On Jackson Street from Mill Street to Main Street.
(3) On Hampton Avenue from Mill Street to Main Street.
(4) On Mill Street from Jackson Street to Hampton Avenue.
(5) On Academy Street from Mill Street to Short Street.
(B) The downtown area shall include all that area from Longstreet Street and Nelson Boulevard to the right-of-way of the Seaboard Coast Line Railroad and from Mill Street to Short Street.
