(A) The Uniform Traffic Code for Cities, Townships, and Villages as promulgated by the Director of the Michigan Department of State Police pursuant to the Administrative Procedures Act of 1969, 1969 PA 306, M.C.L.A. §§ 24.201 to 24.328 and made effective October 20, 2002, and all future amendments and revisions to the Uniform Traffic Code when they are promulgated and effective in this state are incorporated by reference.
(B) The Michigan Vehicle Code, 1949 PA 300, M.C.L.A. §§ 257.1 to 257.923, and all past and future amendments and revisions to the Michigan Vehicle Code when they are effective in this state are incorporated and adopted by reference. Nothing herein shall affect the previous adoption of the Uniform Traffic Code for Cities, Townships and Villages and traffic control orders issued thereunder.

References in the Uniform Traffic Code for Cities, Townships, and Villages to a “governmental unit” shall mean the Village of Kingsley. References in the Michigan Vehicle Code to “local authorities” shall mean the Village of Kingsley. References to “traffic engineer” in the Uniform Traffic Code shall mean “Kingsley Village Manager.”

The Village Clerk shall publish this chapter in the manner required by law and shall publish, at the same time, a notice stating the purpose of the Uniform Traffic Code for Cities, Townships, and Villages, and Michigan Vehicle Code, and the fact that a complete copy of the codes are available to the public at the office of the Clerk for inspection.

All intersection stops and yield right-of-way requirements, regulations on stopping, standing or parking; one-way streets, roadways or alleys; crosswalks; restricted turns; through streets; play streets; angle parking; parking meter zones; all night parking restrictions; curb loading zones; speed limits and other traffic control orders or devices heretofore established hereunder shall remain effective until rescinded or modified as herein provided.

All traffic-control signs, signals and devices shall conform to the official Michigan Manual of Uniform Traffic-Control Devices or shall be approved by the Council. All signs and signals required by this Code for a particular purpose shall, so far as practicable, be uniform as to type and location throughout this governmental unit. All traffic-control devices so erected and not inconsistent with the provisions of state law or this Code shall be official traffic-control devices.

The following sections and subsections of the Uniform Traffic Code for Cities, Townships and Villages, as adopted in § 70.01, are hereby amended or deleted as set forth and additional sections and subsections are added as indicated. Subsequent section numbers used in this chapter shall refer to the like numbered sections of the Uniform Traffic Code.
§ 70.06(A) OPERATION OF ALL TERRAIN VEHICLES IN PUBLIC PARKS.
No all terrain vehicles shall be operated in any public park within the Village of Kingsley.
§ 70.06(B) SPEEDING.
No person shall drive a motor vehicle in the corporate limits of the village in excess of 25 MPH unless a different speed is authorized and has been marked by adequate signs giving notice of such permissible speed.

The penalties provided by the Uniform Traffic Code for Cities, Townships and Villages are adopted by reference. The penalties provided by the Michigan Vehicle Code are adopted by reference, provide however, that the village may not enforce any provision of the Michigan Vehicle Code for which the maximum period of imprisonment is greater than 93 days. Violation of this chapter shall be punishable as provided in § 10.99. The provisions of Chapter 11, Municipal Civil Infractions, also apply to violations of this chapter.
