(B) Towing authority and procedures. The town shall, for the purposes of this section, adopt the provisions of G.S. §§ 20-219.09 through 20-219.14 and as follows:
(1) Towing away illegally parked vehicles. The Police Department is authorized to remove and tow away or have removed and towed away by commercial towing service any car or other vehicle parked in any manner described in § 72.01.
(2) Records. When a motor vehicle is towed pursuant to the provisions of this code and the North Carolina General Statutes (G.S. §§ 20-219.09 through 20-219.14), the Police Department shall keep and maintain a record of the vehicle towed, listing the color, year of manufacture, manufacturer's trade name, manufacturer's series name, body style, vehicle identification number and license plate year and number displayed on the vehicle. The record shall include the date and hour of tow, location towed from, location towed to, reason for towing and the name of the officer authorizing the tow.
(3) Forms. The following forms shall be completed by the officer authorizing the towing of any vehicle, in addition to completion of his regular operations report.
