(A) Every vehicle used to cover any night soil, filth, offal or other offensive matter through the streets of the city shall be provided with a tight box and shall be so loaded that no portion of night soil, filth, offal or other offensive matter shall escape or be scattered or have upon the streets or other public places and, when necessary to prevent the escape of offensive odors, such box shall be tightly covered. Any person who shall convey through the streets, alleys or public places of the city any night soil, filth, offal or other offensive matter in any vehicle not constructed as herein provided and specified, or who shall scatter, drop, leave or deposit, or cause to be scattered, leave or deposited, any night soil, filth, offal or other offensive matter upon any alley or public place or ground within the city shall be deemed guilty of a misdemeanor.

(B) Each licensed scavenger in the city may keep a slate at the police station where persons desiring his services may leave their orders. The wagon or other vehicle used by any scavenger shall bear the number of his license and shall at all ,times be kept in good repair and in an inoffensive condition.
