There shall be and there are hereby established rates and charges for the use of and service supplied by the sewerage system of the city as follows:
(A) Basic user charge. A basic user charge per bimonthly period to each single user of the wastewater facilities of the city is hereby established, as shown in the table below. Two dollars of the bimonthly fee shall provide funds for city repair or replacement of structural deficiencies in private sanitary sewer laterals situated within the public right-of-way as established herein or by city policy.

(C) Debt service charge. A debt service charge per bimonthly period to each single metered and each multiple unit user of the wastewater facilities of the city is hereby established, as shown in the table below. A debt service charge for users located outside the city is hereby established per bimonthly period to each single metered and each multiple unit user of the wastewater facilities of the city, as shown in the table below.

(E) Surcharge rates and charges.
(1) The rate of surcharges for BOD5 and suspended solids shall be as follows:

(b) For suspended solids $.06/lb SS
(2) The surcharge per user shall be computed by the following formula:
S = V (0.6238) (A (BOD5-200) + B (SS-250)
Where S = Amount of surcharge in dollars
V = Wastewater volume in 100 cubic feet per billing period
(0.6238) = Unit weight of water
A = Unit charge for BOD5 per pound
BOD5 = 5 day biochemical oxygen demand, milligrams per liter
200 = Allowable average BOD5 concentration, milligrams per liter
B = Unit charge for SS per pound
SS = Suspended solids, per pound
250 = Cable average SS concentration, milligrams per liter
