(A) There shall be three classes of building sewer permits: for residential services, for commercial, institutional/governmental services, and for service to establishments producing industrial wastes. In either case, the owner or his agent shall make application on a special form furnished by the city. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the Plumbing Inspector.

(B) An inspection fee of $25 shall be paid to the City Clerk at the time the application is filed. This inspection fee is in addition to the sewer connection permit fee and also in addition to user charge fees the provisions of which are detailed in subsequent sections of this chapter. The industry, as a condition of permit authorization, must provide information describing its wastewater constituents, characteristics and type of activity.

(C) An additional fee of $25 will be charged for all inspections required other than during the regular 40-hour work week.

(D) Each excavation for any of the above purposes shall require a separate permit.

(E) The fee for each connection permit within the corporate limits of the City shall be $135 plus $125 where a sewer lift station is involved for servicing the sewer main. In the case of connection to a sanitary sewer installed at the entire expense of the city, such permit shall not be issued until payment has been made to the city of a sewer connection fee in accordance with the following schedule:
(1) Sanitary sewer lateral A located in the 700 and 800 blocks on North Lexington Avenue and flowing thence east to Main –95 on North Madison Avenue: Connection fee, $800. The connection fee of $800 may be paid in installments of $65 payable quarterly or monthly depending on the classification of service for which bills are rendered. If the installment method of paying sewerage connection fees is selected, said installments shall be added to the quarterly or monthly sewerage bills and shall be due and payable at the same time as and under the same terms and conditions as said sewerage bills.
(2) Sanitary sewer main known as Hyster Sewer let on Contract No. 1 November 18, 1965, starting at Ladd Avenue and 4th Street at Main N, thence north on Ladd Avenue to Lake Street, thence east through a force main to a lift station approximately 300 feet east of Manchester Drive, thence north to Kentville Road, thence east and north into the Hyster Plant a total distance of 5,295 lineal feet. Connection fee, $450. The connection fee of $450 may be paid in installments of $35 payable quarterly or monthly depending on the classification of service for which bills are rendered. If the installment method of paying sewerage connection fees is selected, said installments shall be added to the quarterly or monthly sewerage bills and shall be due and payable at the same time as and under the same terms and conditions as said sewerage bills.
(3) Sanitary sewer main known as the Industrial Park Sewer, starting at a manhole on the north side of Page Street in front of Lot 15, in Block 18, of the West End Addition to the city, thence south 2,060 lineal feet, thence southeast 370 lineal feet to a lift station: Connection fee, $250. The connection fee of $250 may be paid in installments of $20 payable quarterly or monthly depending on the classification of service for which bills are rendered: If the installment method of paying sewerage connection fees is selected, said installments shall be added to the quarterly or monthly sewerage bills and shall be due and payable at the same time as and under the same terms and conditions as said sewerage bills.
(4) An extension of sanitary sewer main N72 commencing at manhole N72-1 located on Fourth Street approximately 20 feet west of the west line of Lexington Avenue, thence extending east approximately 412 feet to manhole N72-2 located on Fourth Street approximately 15 feet west of the west line of Chestnut Street. The connection fee for connecting to this section of sewer shall be $5,000. The connection fee of $5,000 may be paid in installments of $420 payable bi-monthly. If the installment method of paying sewerage connection fees is selected, said installments shall be added to the bi-monthly sewerage bills and shall be due and payable at the same time as and under the same terms and conditions as said sewerage bills.
(5) Any and all gravity sanitary sewer main contributory to the sanitary sewer pumping station located at the northeast corner of the intersection of Hollis Street and South Street. The connection fee for connecting to this section of sewer shall be $1,500 for one and two family dwellings, and $5,000 for all other buildings or users. The connection fee of $5,000 may be paid in installments of $420 payable bi-monthly. The connection fee of $1,500 may be paid in installments of $125 payable bi-monthly. If the installment method of paying sewerage connection fees is selected, said installments shall be added to the bi-monthly sewerage bills and shall be due and payable at the same time as and under the same terms and conditions as said sewage bills.
(6) An extension of sanitary sewer main commencing at the sanitary sewer pumping station located at the northeast corner of the intersection of Hollis Street and South Street, running thence to the west along the north right-of-way of South Street, to a manhole near the northeast corner of the intersection of Payson Street and South Street. The connection fee, as indicated in the table below, for connecting to this section of sanitary sewer shall be based upon the capacity of the water service(s) serving the premises for which sanitary sewer service is desired.

The connection fee shown in the table above for premises with water service capacity greater than two inches may be paid in bimonthly installments over a two-year period. If the installment method of paying sewerage connection fees is selected, the installments shall be added to the bimonthly sewerage bills, and shall be due and payable at the same time and under the same terms and conditions as the sewerage bills. This connection fee shall be in addition to those imposed elsewhere in this section.
(7) An extension of sanitary sewer main commencing at the sanitary sewer pumping station located in Kewanee Industrial Park Subdivision, lying east of Burlington Avenue, running thence to the southeast to a manhole on the south side of W. South Street, at 1134 W. South Street, running thence along the south side of W. South Street to the proposed hospital site at 1051 W. South Street, approximately 1,630 feet in total length. The connection fee, as indicated in the table below, for connecting to this section of sanitary sewer shall be based upon the capacity of the water service(s) serving the premises for which sanitary sewer service is desired.

The connection fee shown in the table above for premises with water service capacity greater than two inches may be paid in installments over a two-year period, payable bimonthly. If the installment method of paying sewerage connection fees is selected, the installments shall be added to the bimonthly sewerage bills, and shall be due and payable at the same time as and under the same terms and conditions as the sewerage bills. This connection fee shall be in addition to those imposed elsewhere in this section.
(8) Any person owning or controlling premises located outside the corporate limits of the city and desiring to install a plumbing system on said premises and connect same to the sanitary sewerage system of the city, may do so by complying with the requirements of this chapter and by paying a connection fee of $250 and by paying the sewer bills submitted to them by the city based upon prevailing rates now in force or which may hereafter be adopted.

(F) The connection fees described above shall be for a structure with one unit only. If more than one unit will be served, there shall be an additional charge for each and every additional unit served in the amount of $100.

(G) The industrial service connection fee shall be determined by the city at the time the application is filed. The city shall base the fee with regard to the complexity of the connection. The industry, as a condition of permit, must provide information describing its wastewater constituents, characteristics and type of activity.

(H) Any person who makes any excavation, or does any other work without first securing the permit required by this section, shall, in addition to any other penalty imposed by this section, pay to the City Clerk within 24 hours of receipt of demand therefor, the sum of $100 for the purpose of paying the fees of the Building Inspector. Such Inspector shall thereupon make an inspection as in other cases. Failure to pay the said sum on demand as provided shall constitute a separate violation.

(I) A building sewer permit will only be issued and a sewer connection shall only be allowed if it can be demonstrated that the downstream sewerage facilities, including sanitary sewers, pump stations and wastewater treatment facilities, have sufficient reserve capacity to adequately handle the additional anticipated waste load.
