   Potential Concerns are a non-exhaustive list of issues that the Code is advising the Planning Commission to consider prior to granting a Conditional Use Certificate (or Specially Permitted Use Certificate) and Site Plan Approval. Depending upon the circumstances of the specific application, these concerns may or may not apply and, depending upon the circumstances, the Planning Commission in its sole discretion, must determine how much weight to ascribe to each concern.
   Conditions are a list of requirements that must either be met to the satisfaction of the Planning Commission or the applicant must seek a variance prior to the Planning Commission granting a Conditional Use Certificate (or Specially Permitted Use Certificate) and Site Plan Approval.
