The application for the license required by § 113.01 shall be made to the Village Clerk and shall state the matters specified in § 110.01 of this code. The Village Clerk shall refer the application to the Chief of Police. The Chief of Police or a member of the Police Department designated by him or her shall investigate the character of the applicant. The Chief of Police shall make a recommendation as to whether the license shall issue, and no license shall issue unless he or she recommends it. No license shall be issued to any person who is not a person of good character.
